Spedforms - Progress Report and Goals not correct

Symptom:
On the IEP Goals, there are x number of goals. When looking at the Progress Report screen, or printing, a different number of goals are shown. 

The goals show up in the IEP, but the same ones do not print on a Progress Report.

SpEd Forms support response:
The Progress Report only works off service plans finalized into history.  

The current IEP with the correct goals will need to be validated and finalized to history before all goals will show on the progress report.
